Changes of URA's occupancy cap for rented Private Residential properties [May 2017]

Dear Clients / Employer,

The Urban Redevelopment Authority (URA) has changed its rental guidelines on occupancy

cap for private residential properties.


If your work pass holders are renting private properties, the following guidelines apply if their

tenancy agreements were signed:

Before 15 May 2017

- Up to 8 occupants in the property, until the existing tenancy agreement expires, OR 15 May

2019, whichever is earlier. After that, the number of occupants will be capped at 6.

From 15 May 2017

- Up to 6 occupants in the property. For example: a family of 4 people residing in the

property, can only rent to 2 other tenants.

The occupancy cap applies to all persons residing in the private property unless the unit is

only occupied by the work pass holder and his/her family members (including any domestic

workers or caregivers).
